Our goal is to have our membership include representation from all states providing publicly funded problem gambling services in America. In doing so, we develop, enhance, and support partnerships with stakeholders in the problem gambling field. In addition, we address the issues and concerns in this field from a public administration perspective. It is in this area that NAADGS offers its membership an opportunity that cannot be found elsewhere – the collaboration and support of other administrators in this emerging field in the public sector.
NAADGS will enhance state and federal efforts to raise awareness, educate, and mitigate the potential impact or related harm of gambling.

Jennifer Davis-Walton, M.A., ICGC-II has experience working in multiple settings that provide mental health and addiction treatment. She has worked primarily in problem gambling since 2007 and has helped thousands of gamblers and their loved ones. Jennifer is the Director of Gambling Addiction Services at First Choice Services, Inc. She manages The Problem Gamblers Help Network of WV and the Virginia Council on Problem Gambling (VACPG) Helpline. She also continues her work with prevention/outreach, training, treatment, and program development/administration. She is part of the National Helpline Committee, National Prevention Committee and Emerging Trends Subcommittee. Jennifer has been a member of the Association of Problem Gambling Service Administrators (APGSA) since 2015 (now known as the National Association of Administrators for Disordered Gambling Services (NAADGS)) and is part of the Standards of Care workgroup. She is part of a Self-Exclusion workgroup for the Mid-Atlantic States and is a member of the National Council on Problem Gambling. Jennifer has a Master’s Degree in Psychology from Marshall University and is an Internationally Certified Gambling Counselor, Level Two (ICGC-II). She is also actively involved with multiple community organizations and with the Alzheimer’s Association.

Anne Rogers, M.Ed., ABD, CHES is the is the Coordinator over the Virginia Problem Gambling Prevention services. Prior to this she worked for the State of Maine for 20 years in a variety of roles on substance abuse prevention, behavioral health promotion, and public health. During this time she lead, analyzed, planned, implemented and monitored statewide projects and systems to advance the field of prevention and health promotion. She also oversaw behavioral health and public health data systems and research activities. Anne holds a Master’s degree from the University of Houston in Health Education, is ABD status on a Doctorate in Educational Leadership, and has been a Certified Health Education Specialist since 1995.

Elizabeth Lanza is the Director of the Office of Compulsive and Problem Gambling (OCPG) at the Pennsylvania Gaming Control Board (PGCB). As Director, Liz oversees the state’s Self-Exclusion Program, reviews casinos’ Compulsive and Problem Gambling Plans and collaborates with other state agencies as well as national and state problem gambling organizations on problem gambling prevention, education, awareness and outreach. Since 2015, Liz has served as the chairperson for the National Council on Problem Gambling’s Membership Committee. Throughout her career as Director, Liz has made presentations at the Council on Compulsive Gambling of PA’s annual conferences, for the PA State Police’s Member’s Assistance Program, for PA universities and has attended state and national problem gambling conferences and symposiums. In October 2005, Liz started at the PGCB as a press aide and became the Program Coordinator for the OCPG in 2007. Liz was selected as the Director of the OCPG in 2010. Prior to her work at the PGCB Liz was employed by the Pennsylvania Lottery. Liz graduated from Pennsylvania State University with a bachelor’s of science in Public Policy.
Long Banh received his Masters in Social Work from Simmons College and his Masters in Business Administrations from Fitchburg State University and is a Licensed Independent Clinical Social Worker (LICSW) with clinical experience in community-based and acute settings with addiction, HIV/AIDS issues, and mental health.
As a Program Manager with the Massachusetts Gaming Commission, he works collaboratively with casino operators and other stakeholders on a range of casino and community-based initiatives to build a sustainable and socially responsible industry in the state.
Rebecca Cooper, LCSW-R is a licensed clinical social worker in NYS and has been working in the addictions field for 32 years. For the last 20 years, she has worked at the Office of Addiction Services and Supports (OASAS) in various positions related to the regulatory, Medicaid managed care, prevention, credentialing, and clinical implementation of addiction services. During her time at OASAS she has been involved in problem gambling oversight and implementation of services in various capacities and is currently the Bureau Director for Problem Gambling. Prior to her career at OASAS, Rebecca was the Program Director for the Center for Problem Gambling in Albany, NY for 9 years. At the beginning of her career, she worked in both outpatient and inpatient substance use disorder programs. She has been in private practice part time for the last 16 years.
Roxane Waldron, MPA is the Administrator of the WA State Problem Gambling Program, within the Division of Behavioral Health & Recovery, at the WA State Health Care Authority.She’s worked as a project and program manager in the health field since 2006, including at the WA State Dept. of Health, the Evergreen Council on Problem Gambling, the WA Association for Community Health, and as a Mental Health Training Coordinator for the University of WA. Roxane is Lean Green Belt Certified and holds a certificate in Project Management.
Elise Mikkelsen serves as the Director for the Division of Problem Gambling within the Arizona Department of Gaming. Elise has worked in the division for more than 19 years. As the director, she oversees every aspect of the division including the areas of treatment, prevention and outreach. Prior to joining DPG, Elise was the Clinical Director of a behavioral health agency in Phoenix and has over 30 years’ experience in the behavioral health field. In her current role, she strives to continue providing opportunities to improve the lives of Arizonans in need.
Heather Eshleman, MPH, Director of Operations, Maryland Center of Excellence on Problem Gambling
Heather Eshleman, MPH, is the Director of Operations for the Maryland Center of Excellence on Problem Gambling, where she leads statewide efforts to promote public health and reduce harms due to problem gambling. She brings more than twenty years of experience in problem gambling and substance use prevention programing serving communities, organizations, schools, adults, and youth through evidence-based public health strategies. She previously served as the Center’s Prevention Manager and worked for the Anne Arundel County Department of Health, overseeing prevention strategies for problem gambling, substance use, opioid misuse, and family health. Heather holds a Master of Public Health from the University at Albany and a bachelor’s degree in School and Community Health Education from Towson University. She also served in the U.S. Peace Corps in Morocco, promoting maternal and child health. Heather is committed to strengthening Maryland’s public awareness, prevention, public policy, treatment, and recovery support problem gambling efforts, expanding access to resources, and helping communities make informed, healthy choices concerning gambling.
