NAADGS Overview

Welcome to the NAADGS, a national membership organization of state administrators of public funds for problem gambling services.

The organization was formed in 2000 under the name of Association of Problem Gambling Service Administrators (APGSA) to support the development of services that will reduce the impact of problem gambling in the United States. In 2021 the APGSA adopted a new name, National Association of Administrators for Disordered Gambling Services (NAADGS).

Central to this mission, NAADGS conducts the only national survey of problem gambling services in the United States providing information on funding, types of services, administrative structures, state profiles, and state contacts.

NAADGS began conducting national problem gambling service surveys in 2006. Surveys conducted 2006-2016 were titled “APGSA” surveys,  indicating that the surveys were conducted by this same agency under its former name. The 2021 NAADGS Survey has been conducted by Problem Gambling Solutions with the same thorough veracity as those which have been conducted in prior years.

2023 Budget Update: Publicly Funded Problem Gambling Services in the United States

The 2023 budget updates of the Survey of Problem Gambling Services in the United States is a project of the National Association of Administrators for Disordered Gambling Services (NAADGS).

Major funding was provided by Entail Foundation. Secondary funding was provided by EPIC Risk Management and Kindbridge Research Institute.

We are grateful to all the state agency administrators who completed a survey or helped in the gathering of survey information.

As of March 2023, 33 states plus Washington D.C. and Puerto Rico have implemented sports wagering? 14 other states have pending sports betting bills, leaving only 5 states that do not have sports betting either implemented or pending.

NAADGS_Pending Legislation Responsible Gambling Policies

There are eight states that currently have pending legislation to strengthen responsible gambling policies and mitigate gambling harms. These include Illinois, Maine, Massachusetts, Michigan, New Jersey, New York, Ohio, and Virginia.

  • Representative Paul Tonko (D-NY) has introduced a federal bill that would prohibit sports betting advertisements. It is called the Betting on our Future Act.
  • New Jersey Division of Gaming Enforcement Director David Rebuck, during a presentation for GeoComply, stated, “Don’t allow your marketing staff to operate unchecked. . . If they are, they will be checked by us, and it will happen in a way you won’t be happy with.”
  • Dan Hartman, the Colorado Division of Gaming Director, weighed in on the subject also by stating that “Sportsbooks need to find a balance because the last thing you want is to have advertising legislated.”
  • According to author Steve Ruddock, responsible gambling has become the biggest issue of 2023. From the article by Steve Ruddock, Coming Soon: Federal Oversight Of Online Betting.
  • In 2021-2022, nationally, publicly funded problem gambling services allocations rose 11%.

  • States with the highest dollar allocations for gambling disorder services in 2022 include Massachusetts, New York, and Michigan.

  • 2022 per capita allocations for problem gambling services were led by Oregon, Massachusetts, and Delaware, with Oregon leading at $1.90 per person.

  • The average per capita allocation for all 50 states and Washington, DC in FY2022 was $0.38 per person.

Please note, that some of the raw, state-level data are not available due to confidentiality agreements made with survey participants. In these cases, only aggregated data (e.g., an average of responses across states) is available. It is also possible that some data may not be available due to low numbers or lack of statistical significance.
